Mayor Harley recognized Police Officer Jimmie Washington.
Proclamation “White Cane Week” (J C Cofield): Mayor Harley had asked City Administrator Eidson to
read proclamation. City Administrator Patrick Eidson read proclamation into the record. Mayor Harley
and Councilmember’s presented proclamation to J C Cofield. J C Cofield stated that he is fortunate that
Councilman Smith is a member of the Lions Club. J C Cofield stated that on April 16, 2011 at Wal Mart on
Booth Rd April 16, 2011 the Lions Club will be collecting donations for those individuals who need
assistance. A copy of the proclamation attached and made part of official documents.
Officer of the Year: Mayor Harley and Police Chief Sid Andrews recognized patrol officer Mike Smith
as “Officer of the Year”. Chief Andrews presented award to officer Smith and stated that he is not just
a valuable asset to the Centerville Police Department but also to the community. Letter attached to and made
part of minutes as official document.
Mayor Harley recognized Boy Scouts TROOP 400.
Adoption of Minutes: Motion by Councilman Smith to adopt both sets of minutes as
written; seconded by Councilman Wright. Motion carried.

Old Business
2nd Official Reading: City of Ethics Ordinance: City Attorney Tydings stated this serves as the 2nd
official reading /presentation of the revised ethics ordinances. It would be appropriate to entertain motion
to adopt as amended ordinance as written.
Motion made by Councilman Smith to adopt as Ordinance as written; seconded by Councilman Wright. Motion
carried. See Ordinance 2011-1.
Resolution City of Ethics: Councilman Smith read resolution and stated a few facts concerning city
of ethics. The City of Ethics program was started by GMA in 1998. In 2005 the city of Centerville
received the designation as a GMA certified City of Ethics. Councilman Smith stated he is proud that the city
is a certified city of ethics. There are 536 total cities in the state of Georgia with only 220 being
certified as city of ethics. Councilman Smith read resolution. All documents will be sent to GMA for
re-certification in time to meet the April 30th deadline for recognition at the GMA annual conference in Savannah
in June.
Motion made by Councilman Smith to adopt resolution as written; seconded by Councilman Andrews. Motion
carried. See Resolution 2011-2.
Mayor Harley stated that he is proud Centerville is a city of ethics.
New Business
Home Based Businesses Applications:
1. Georgia Lawn Works, 411 Davis Drive, Centerville, Ga. (owner: Parker Tauzier): Councilman Wright
stated the type of business is landscape and design. All business will be done at customer’s
location.
Motion made by Councilman Wright to approve home based business license; seconded by Councilman
Andrews. Motion carried.
2. Weilco Inc. dba A Choice Realty, 205 Thomson Rd, Centerville, Ga. (owner: Phillip
Collins): Councilman Andrews has reviewed letter and application. The letter states that
meetings will take place at the client’s home with no increased traffic volume at Mr. Collins’ home.
Motion made by Councilman Andrews to approve home based business license; seconded by Councilman
Wright. Motion carried.
3. Corey’s Handyman Services, 206 Davis Drive, Centerville, Ga. (Owner: Corey
Burdeshaw: Councilman Smith stated that he had spoken with Mr. Burdeshaw and reported there will be
some equipment parked behind home; however business will be done at customers’ location.
Motion made by Councilman Smith to approve home based business license; seconded by Councilman
Wright. Motion carried.
SAVE Memorandum of Agreement: City Attorney Tydings reported there is a growing concern about
immigration specifically illegal immigration. Several pieces of Federal legislation have been enacted and
programs started by the Department of Homeland Security. Memorandum of Agreement presented to the Mayor and
Council for adoption between Department of Justice and Homeland Security and City of Centerville.
This MOA governs the terms of Centerville’s cooperation with program SAVE (Systematic Alien Verification
Entitlement). Before anyone can take advantage of benefits offered by the City of Centerville, the City
Clerk’s office will do an online inquiry status here in the U.S. There is no action taken by law enforcement
if the individual comes back as a “no match found”; however, the individual would be given a fact sheet advising
what to do if they believe the information responsive to the query is inaccurate. There is an addendum that
is attached to MOA that lists benefits that the City provides that will trigger a query if applied for such as
business licenses, permits, etc. City Attorney Tydings has reviewed MOA. City Attorney Tydings and City
Clerk Bedingfield have participated in webinar training. The City must budget a minimum of $300.00 per fiscal
year to cover the cost of system queries.
Motion made by Councilman Wright to approve Memorandum of Agreement; authorize the $300.00 to be included in the
budget; and to authorize Mayor Harley as signatory; seconded by Councilman Andrews. Motion carried.
Contract for use of Voting Equipment for Municipal Election November 8, 2011: City Attorney Tydings
stated this agreement is identical to agreement signed in the past. City Attorney Tydings has reviewed
contract and no issues noted.
Motion made by Councilman Wright to approve contract and authorize Mayor Harley as signatory; seconded by
Councilman Smith. Motion carried.
Transportation Investment Act Project List Submission (House Bill 277): City Administrator Eidson
provided a list of projects that were submitted to the Middle Georgia Regional Commission who will vet these
projects through a roundtable process for presentation to the DOT. Centerville’s list is made up of
projects that have been identified in the short term work program list. This is kind of a dream list of
projects. City Administrator Eidson pointed out that 2011 legislation known as HB 277 created an opportunity
to vote on a 1 cent sales tax which will be managed by DOT. The projects on Centerville’s list that were
submitted for consideration are projects of regional impact (unconstrained project list). An example is the
proposed Gunn Road widening project which would benefit, Houston County, Peach County, and City of
Centerville. The list is being provided as a point of information only and to give Council an
opportunity to review the list.
Comments from Audience
Travis Worley, 108 General Lee Rd, Boy Scout - City’s Georgia Flag outside is torn and faded and Police
Department Flag U.S. is need of replacement.
James Ermancyzk expressed his gratitude about Centerville Police Department. He stated December
2010 he went to the Galleria Mall to shop and decided to exit the same entrance he had entered into the
building. Mr. Ermancyzk stated he witnessed Centerville Police Department addressing citizen complaint.
Mr. Ermancyzk thanked Centerville for providing public service.
Comments from Council
Councilman Wright reminded everyone again about the city wide clean up April 9th. There is no charge
for service. Centerville Sanitation will be providing containers at City Hall. Recycling Center will be
open 8-12.
Councilman Smith stated that the City of Centerville has a great group of employees. City employees are
dedicated. Councilman Smith mentioned: City Administrator Patrick Eidson serves on many groups
(Chairman of Board-Hospice, Board Member-GLGPA, and District 6 Representative for the Georgia City Managers
Group). City Attorney Tydings serves on the Executive Committee of GMA that evaluates the City of Ethics
submissions. Currently serves as the First Vice President of the City Attorneys Section for GMA and will
become President in June. Mrs. Tydings will serve as a moderator on the Ethics and Professionalism at the
upcoming International Municipal Lawyers Association Mid-Year meeting in Washington, D.C. in April 2011. This
is a great honor for the city.
Mayor Harley reminded everyone of the upcoming April 12 Eggs & Issues breakfast co-hosted by the Chamber of
Commerce and Centerville Rotary. Encouraged people to attend and find out what is going on in the City of
Centerville. The breakfast will be held here at city hall.
Executive Session (Personnel Matter)
Motion made by Councilman Wright to enter into executive session at 7:49pm; seconded by Councilman Smith.
Motion carried.
Mayor and Council reconvened at 8:23pm.
Motion made by Councilman Wright to adopt resolution as written; seconded by Councilman Smith. Motion
carried. Affidavit executed by Mayor Harley and notarized by City Clerk Bedingfield. Resolution and
Affidavit attached to and made a part of these minutes.
