Council Work Session
May 17th, 2011

Meeting called to order by Mayor John R. Harley at 5:30pm.

Invocation given by Councilman Andrews.

Pledge of Allegiance led by Police Chief Andrews.

Welcome extended to all by Mayor Harley

Present were Mayor John R. Harley, Councilman Cameron Andrews, Councilman Randall Wright, Councilman Robert Smith, Jr., and City Administrator Patrick Eidson.  Absent: Councilman Edward Tucker (Active Duty National Guard) and City Attorney Rebecca Tydings (vacation). 

Old Business

Employee Safety Handbook Adoption: City Administrator Eidson reminded Mayor and Council that a draft copy had been distributed at the May 2, 2011 Regular Council Meeting asking them to review and provide feedback.   City Administrator did receive some questions however, no major changes to handbook.  City Administrator Eidson seeking approval tonight from Mayor and Council to adopt employee safety handbook.

Motion made by Councilman Wright to adopt and approve employee safety handbook as written; seconded by Councilman Andrews.  Motion carried.

New Business

Resolution of Taking – Margie Drive: City Administrator Eidson stated that City Attorney Tydings had asked him to bring before Council tonight consideration and adoption of resolution.  The purpose of the resolution is to finalize acquisition of 50 square feet of right of way needed in placement of traffic signal with the Margie Drive project.  The Margie Drive Project includes placement of 2 traffic signals:  intersection of Margie Drive and Gunn Rd and the second signal HLB and Bassett north end of Margie Drive extension. The number of owners of Gemini makes the declaration of taking the most expedient manner of finalizing the ROW acquisition.  There is no conflict with the property owner.  Gemini that has graciously provided the right of way; this is simply a procedural step.   City Administrator Eidson stated at this time would be appropriate to make a motion to adopt.

Motion made by Councilman Andrews to adopt resolution as written; seconded by Councilman Smith.  Motion carried.  See Resolution 2011-3.

Confiscated Funds Account Expenditure Notification: Chief Andrews informed Mayor and Council that tomorrow he and Major Cooley will be attending a Crime Stoppers Luncheon.  They are a nonprofit organization that pays cash rewards to tipsters that help solve crimes.  The reward funds come from donations made by a variety of sources including local governments.  Crime Stoppers serves our area.  They have started a student crime stoppers to call in crime tips.  Crime Stoppers was very instrumental in the apprehension of David Cunningham, a Centerville carjacking suspect.  Crime Stoppers is asking the City of Centerville be a sponsor; Silver sponsorship of $500.00.    Chief Andrews stated that this money would not come from our taxpayer’s money; but would come from confiscated funds, which proceeds are resulting from seizures in criminal cases.  Councilman Smith and Councilman Andrews stated they were very supportive of organization.   City Administrator Eidson reminded Governing Authority that the Chief, under Georgia law, does not need Council approval to make this expenditure, however he is bring this to the Council as a courtesy point of information.  No motion or action taken point of information.  

501 (c) (3) Resolution Middle Georgia Clean Air Coalition: Mayor Harley stated this is a resolution to support Middle Georgia Clean Air Coalition becoming a 501© (3) nonprofit organization.  Motion to approve resolution as written by Councilman Wright; seconded by Councilman Andrews.   Motion carried.

City Administrator Eidson stated that the City Attorney did review and no issues were noted with language of resolution. 

Comments from Council

Councilman Andrews thanked Mayor Harley for attending Health forum at Warner Robins Middle School.  

The Centerville First Baptist Church went on a mission trip and took some city pins and letter from Mayor Harley.  Councilman Smith presented Mayor Harley with a bell as a token of appreciation from Kamensk-Uralski, Russia (this is the bell capital of Russia). 

City Administrator Eidson reported that Chief Jason Jones is absent tonight due to his child’s kindergarten graduation. 

Utilities Superintendent Brumfield; absent out of town attending GA Rural Water Training.

Mayor Harley read “Thank you” card from Debbie Meck appreciation for proclamation. 

Comments from Audience

Ralph Kennedy, 101 Crestwood Circle, stated that there was a road block on Collins Avenue approx 2 weeks ago.   All of the officers were very courteous; nice to see. 

Mayor Harley adjourned meeting at 5:53pm.
