Present were Mayor John R. Harley,
Councilman Cameron Andrews, Councilman Randall Wright, Councilman Robert Smith and City Administrator Patrick
Eidson. Absent Councilman Edward Tucker (active duty National
Guard) and City Attorney Rebecca Tydings (out on medical leave).
Proclamation: Joanna
McAfee Foundation (Tyler Bryant) – Cancer Awareness Month- Mayor Harley read proclamation declaring “September
as Childhood Cancer Awareness”. Proclamation presented to Tyler
Bryant. Mr. Bryant addressed the Mayor and Council and encouraged
everyone to get angry about childhood cancer. Make a difference for
child hood cancer. Mr. Bryant gave Mayor and Council a power
balance bracelet to help raise awareness.
Proclamation: Jay’s
Hope Foundation (Leigh McElroy) – Cancer Awareness Month. Mayor
Harley read proclamation declaring “September as Childhood Cancer Awareness”. Proclamation presented to Leigh McElroy. Maiya is one of “Jay’s Hope children” who is in remission; she has been in
remission for 2 years. Give hope to the children and their families
and provide support to them.
Adoption of
Minutes: Blanket motion made by Councilman Smith to
adopt minutes as written; seconded by Councilman Wright. Motion
carried.

Mayor Harley entertained motion to
add item to agenda (Designation Halloween time to Trick or Treat/ Halloween); Councilman Wright; seconded
Smith. Motion carried.
Designation Halloween time to
Trick or Treat: Mayor Harley stated that inquiries have been made in regards to trick or
treating.
Motion made by Councilman Wright
to designate trick or treating Monday, October 31, 2011
6-8pm; seconded by Councilman
Smith. Motion carried.
Authorization to Submit FEMA
Firefighter’s Assistance Grant: City Administrator
Eidson provided information sheet in the Governing Authority packet. Purpose of grant assistance is to purchase self contained SCBA breathing
apparatus. Asking for $80,000from FEMA grant to purchase SCBA; city
would have a 5% match approximately $4, ooo expenditure. Chief
Jones did include within the Fire Department budget funds to purchase (4) refurbished SCBA breathing apparatus.
Motion made by Councilman Smith to
apply for FEMA Firefighter’s Assistance Grant and authorize City Administrator as signatory; seconded by
Councilman Wright. Motion carried.
Authorization to Install
Traffic Control Measures – Village Walk and Arbor Lane:
Mayor Harley received a request from Eagle Springs Homeowners Association President. Utilities Superintendent Brumfield confirmed there is a site distance problem
creating a hazardous situation; signage isn’t working. Mr.
Brumfield agrees that there should be a 3 way stop sign installed at intersection (Village Walk and Arbor
Lane).
Motion made by Councilman Andrews
to create three way stop sign at Village Walk and Arbor Lane; seconded by Councilman Wright. Motion carried.
Utilities Superintendent Brumfield
reported notification signs were posted for 2 weeks and 3 way stop sign will be installed Wednesday September 7,
2011.
Sewer Maintenance Repair
Authorization: City Administrator Eidson/Utilities
Superintendent Brumfield. Copy of quote from PH Supply
Co. including some repairs on the sewer machine. The water sewer budget did include expenditure however, did not have an exact
cost at the time of budget preparation. Mr. Eidson stated they are
seeking approval from Mayor and Council tonight for expenditure.
Motion to approve made by Councilman Andrews for expenditure of $2,974.10; seconded by Councilman
Smith. Motion carried.
Discussion: 2011 Millage Rate
Computation: City Administrator Eidson provided a copy of the proposed millage rate
computation. This is purely a point of information. Councilman Andrews stated that anytime they (Governing Authority) can try to
keep the millage rate the same 12.001 or lower the millage rate 11.981 is a good thing. Mayor and Council directed City Administrator Eidson to prepare (2) ordinances
one with the 12.001 and the other with the 11.981 proposed millage rate. No action or
taken.

Department for raising $6,500 for MDA through their annual boot drive.

Councilman Smith made motion to enter into executive session at 7:30pm; seconded by Councilman
Wright. Motion carried.
Mayor and Council reconvened at
8:10pm. Motion made by Councilman Andrews to reconvene; seconded by
Councilman Wright. Motion carried.
Resolution &
Affidavit: Mayor Harley read resolution entertained
motion to adopt. Motion made by Councilman Andrews to adopt
resolution as written; seconded by Councilman Wright. Motion
carried.

and notarized by City Clerk Bedingfield. Documents attached and
made part of official minutes.
